Building Permits in Bayfield, Colorado: Town vs. County (2026)

Who issues your permit in Bayfield, which codes apply after the August 2026 adoption, when the wildfire code kicks in, and when you need an engineer.

The first question on almost every Bayfield-area project is “do I need a permit, and from whom?” The answer depends on which side of the town limits your parcel sits, and as of August 2026 it also depends on a new set of codes. This is the short version, with sources, from a contractor who pulls these permits.

The town rules below come from the Town of Bayfield building permits and inspections page and its 2025 Wildfire Resiliency Code page. The county rules come from the La Plata County building code and the county building FAQ. Rules change (the county adopted an updated building code in June 2026), so confirm with the Town or the county before you rely on a detail for your own parcel.

Town or county: who issues the permit

Inside Bayfield town limits, permits go through the Town of Bayfield building department, not La Plata County.

Outside town limits it is the county. That covers Forest Lakes, Gem Village, Vallecito and most 81122 addresses. A Bayfield mailing address does not mean you are inside the town, so check the parcel, not the envelope.

The 2024 codes are in effect in town

On August 10, 2026, the Town of Bayfield adopted the 2024 International Codes (the IRC, the IBC and the rest of the family) through Ordinance 519. For a project inside town limits, plans are reviewed against the 2024 editions.

When the wildfire code applies

The same night, Ordinance 520 adopted the 2025 Colorado Wildfire Resiliency Code. It applies to parcels inside a designated wildland-urban interface (WUI) area on the state’s wildfire code map, and there it covers:

  • new homes
  • additions of 500 square feet or more of living space (the Town board can lower this to 400)
  • replacing 25% or more of the exterior wall surface

How much hardening is required depends on the parcel’s fire intensity class on that map.

A re-roof by itself is not a listed trigger in town. If your project crosses one of the lines above, expect ember-resistant details on the drawings and in the price.

Business license for anyone working in town

Every contractor and sub working inside town limits needs a current Town of Bayfield business license. It is worth asking for before you sign with any builder, and it applies to the subs they bring along, not just the company on the contract.

Frost depth and snow load

Frost depth is 32 inches, both inside town limits and in the county. Footings go below that, which is why a “quick” deck or shop pad is rarely quick.

Inside town, the design loads are 73 psf ground snow and 51 psf roof snow.

Outside town, the county sets snow load by elevation, and you can look up your parcel’s number on the county GIS. It rises with every few hundred feet, then jumps at 8,000 feet: the county table goes from 66 psf roof load at 7,750 feet to 90 psf at 8,000. It is the number that decides how much steel, how many posts and how heavy the framing has to be.

When you need an engineer

  • Metal buildings in the county: the county asks for a stamped set of engineered plans, including the foundation.
  • Heavy snow loads in the county: the county’s permit packet says snow loads above 70 psf may require a licensed engineer, and its code lets the building official require a design professional where the roof live load is 80 psf or more.
  • Expansive soils: where the county GIS shows high expansive soils, the foundation needs a licensed engineer.

A deck or shed under a lower snow load may not need stamped drawings, but it still needs the right footings and the right permit.

What we handle for you

We are a construction company, so this is the part of the job we do all the time. On a project in Bayfield, we:

  • confirm whether your parcel is in town or in the county
  • pull the permit with the right department
  • work to the codes in force, including the wildfire code where it applies
  • look up the snow load for your parcel and coordinate the engineer and stamped plans when the project needs them
  • keep licensing on the checklist for everyone on site

You do not have to learn the process. Request a quote with your address and a few photos, or see what else we do around town on our Bayfield service page.
